Funding Opportunity: HUD FY25 CoC NOFO Competition
The Heartland Continuum of Care is seeking applications for both new and renewal projects for the FY25 HUD CoC Competition. Applications are due by 8 PM on December 14th, 2025. All eligible applicants are encouraged to apply including those who have not previously applied for HUD Funding.
Funding available for IL-513/Heartland Continuum of Care to apply for as Guided by HUD's FY 2025 CoC Estimated ARD Report:
Tier 1: $180,509
Tier 2 Including CoC Bonus Project Funding: $629,920
Domestic Violence Project Funding: $104,366
With the FY25 CoC NOFO, HUD has introduced significant shifts to the CoC Competition including accepted project types, agency eligibility, new requirements, and a 30% cap on Permanent Housing programs for each CoC.
Given these changes, the Heartland Continuum of Care has established the following priorities:
Tier 1: PH-PSH Renewals
Tier 2: (1) Transitional Housing Transition Grants, (2) Supportive Services Only Transition Grants, (3) New Transitional Housing Projects (4) New Supportive Services Only Projects (5) System Infrastructure Grants (HMIS/CE)
Domestic Violence Project Funding: New Transitional Housing Projects, New Supportive Services Only Projects
* Costs related to acquisition or new construction are not eligible through HCoC's Local Competition.
The HCoC Rating and Ranking Committee will utilize the scoring tools linked below to score each project with priority given to projects with higher ranked priorities. For example Transitional Housing Transition Grants will be ranked above Supportive Services Only Transition Grants.
