On June 1st, HUD released information for the FY26 CoC NOFO Competition. You can read the Notice of Funding Opportunity here and find more information at HUD’s CoC Competition page. This competitive process determines how federal funds are allocated across the country to address homelessness. This year, HUD has made approximately $4.04 billion available nationwide.
With this announcement, the Heartland Continuum of Care (IL-513) is launching our local competition. While HUD has not shared the exact allocation the HCoC is eligible to apply for, we anticipate the following estimations are close based on information included in the NOFO.
Tier 1: $382,615.80 (60% of Annual Renewal Demand)
Tier 2: $927,255.60 (40% of Annual Renewal Demand + CoC Bonus + DV Bonus)
Total: $1,309,871.40
DV Bonus Amount: $172,178.40
CoC Bonus Amount: $500,000
CoC Planning Amount: $50,000
This would be a significantly larger amount of funding available for our community to compete for than in previous years. We strongly encourage participation from high-performing organizations, including those that have not previously received CoC funding, faith-based organizations, and culturally specific providers.

- SAM.gov Registration: Essential first step to get your Unique Entity Identifier (UEI).
- HUD Exchange Resource Library: Access toolkits, guidebooks, and self-paced training modules for new grantees.
- HUD Exchange Binder on CoC Program Elements is a good resource for eligible activities for TH and SSO projects
- e-snaps Portal: The specific electronic grants management system used for HUD CoC program applications. Organizations selected for funding will have to establish an e-snaps account to enter their program information and complete HUD's requirements for funding.
